Abstract

This chapter analyses Chinese aid policies in Tanzania. First, it presents an overview of China’s development aid to the country during the last 20 years. This is placed in the context of China’s overall engagement in Tanzania. Second, this chapter analyses two specific aid projects, namely the gas pipeline from Mtwara to Dar es Salaam and the Jakaya Kikwete Cardiac Institute. It shows that after a period of investment in large infrastructure projects, China has significantly reduced its investments in infrastructure projects in recent years. This shift has meant that Chinese aid policies have shifted more towards “soft” sectors, such as health, education, and culture. It has also increased its support through multilateral organisations. In this way, China’s aid policies have become more like the policies of other donors, with the notable difference that bilateral aid is tied to the use of Chinese goods and services.
