Abstract

The 4th Industrial Revolution (4IR) offers transformative potential for developing countries like South Africa to “leapfrog” into development. However, large portions of the population, especially the informal business sector, remain excluded from formal developmental systems. This book chapter assesses the impact of 4IR on inclusivity, empowerment, and cultural representation in South Africa’s digital landscape. Through in-depth interviews with 20 civil servants, the chapter explores how 4IR technologies can address socio-economic challenges and deliver services. It highlights opportunities for production cost reduction, productivity improvement, and new business lines. The chapter also questions whether 4IR can lead to formal job creation, reducing informal employment. To address local imbalances in knowledge production, the author proposes modifying rules to conform to emerging 4IR systems. However, guidelines are necessary to ensure equitable service provision, ideal competition, and other factors. The chapter makes the case for innovation systems that prioritize digital landscape processes, allowing 4IR to expand and benefit South Africa.
