Introduction
Abstract
Who really shapes the world? For decades, the answer seemed obvious: sovereign States. They have negotiated treaties, waged wars, and built alliances. The architecture of global politics was drawn with bold lines on maps, each nation-state a neatly contained actor, speaking with one voice on behalf of its people. In theory and practice, international relations have long been dominated by this image of order, hierarchy, and centralized power. But what if this image has always been incomplete?
