Abstract

The war in Ukraine has eroded global security architecture and sparked fears of nuclear escalation. It has threatened the food and energy supply to vulnerable nations in the Global South and has shaken the foundations of the transatlantic relationship. But ultimately, the battle for Ukraine’s future has tested the resolve of collective security arrangements and the very integrity of the liberal international order. It continues to be the United States’ most vexing foreign policy challenge, forcing America to make a choice: either retreat from global leadership or double down on defending democracy.
