Abstract

The institutions of government we have discussed are only half of the political game. Equally important are the “players” outside of government. Don’t assume that they have less power than those within the government. That will be determined by the skills and resources of the participants, as well as the nature of the issue at hand. The next two chapters will discuss four nongovernmental players—voters, political parties, interest groups, and the media—and how they influence American politics.
