Who Wins? Who Loses?
Abstract
Is American politics coming into focus? Or have we spent so much time describing the players and rules, the terms and institutions, that we have lost sight of the game? In this last chapter, we will step back from counting the trees to look at the forest. Put another way, we will ask basic questions: Who (if anyone) is running the game? Who wins; who loses? What is happening in today’s game? Is our democracy slipping away?
