Abstract

In this chapter, the author provides an overall assessment of the NSR. Firstly, the policy of the development of maritime transport routes occupies a significant place in the public policy of countries, including Russia. The special importance of the NSR is substantiated by its mention in strategic documents. Secondly, the current geopolitical and geo-economic significance of the NSR dates back to the Soviet period. Thirdly, a special place in the development of the NSR is occupied by the regions of the AZRF. Fourthly, the mechanisms of PPP are vital for developing the NSR and maintaining foreign partnerships. Geopolitics has yet to lead to any significant change in the previously established plans of the Russian leadership, though it has affected the realization of ambitious goals set in 2018 and in 2022. The author concludes that the Russian state plays a strategic role in setting goals and co-ordinating efforts. However, these goals need to take into account various factors. Moreover, there is a need for policy improvements.
