Abstract

In this chapter, the author discusses the various concepts of transport policy. Within the framework of the Russian Federation and other countries, transport policy acts as an essential component of state policy aimed at solving domestic and foreign policy issues. Moreover, these issues concern not only the transport system itself. They assume the solution of such tasks as national security and furthering economic growth. Thus, Russia is forming a network of transport routes to ensure the dynamic development of its geo-economic and geopolitical goals. The development of a unified Arctic transport system of the Russian Federation is envisaged to support the development of the NSR. This is intended to be handled by a unified system of public–private management of the transport artery. The concepts of transport policy by both Russian and international authors have been compared in this chapter. The author asserts that transport policy is an essential component of public policy and provides the basis for socio-economic growth and development of transportation. It is an important area of political science research, and its consideration should be supplemented by further analysis of the development policy of maritime transport routes within the framework of public policy.
