Abstract

In this chapter, the organizational structure of state policy aimed at the development of the NSR is analysed. This indicates that there are many different actors with varying degrees of influence. The “upper level” of the subject hierarchy consists of the Presidential Administration of Russia, which makes strategic decisions regarding this policy. The executors of this policy are the ministries and other organizations such as Rosatom. Moreover, the implementation of the policy is carried out by regional businesses with some degree of influence. The author concludes that the existing management structure of the NSR is largely focused on federal authorities. The implementation of the functions of the actors finds its expression in the complexity of activities carried out by them aimed at solving fundamental infrastructural, organizational, legal, and other issues. The applied form of their activity is projects that ensure the development of the NSR and its functioning as a transport route of future international and current national significance.
