Abstract

In this chapter, the author analyses public–private partnership mechanisms existing in Russia and the world and their application to the Arctic Zone of the Russian Federation (AZRF). The author advocates that the port and transport infrastructure adjacent to the NSR are some segments in which PPP mechanisms could be implemented, and there is a significant need for them. Furthermore, the icebreaker fleet, the various types of ships, and trans-shipment hubs are also areas for the use of PPP in developing the NSR. The author concludes that the potential for using PPP mechanisms in developing the NSR is relatively high. Moreover, the existing infrastructure facilities of the NSR need to attract investment and development, which, by international experience, could be effectively implemented within the framework of PPP mechanisms.
