Abstract

Micro, Small, and Medium Enterprises (MSMEs) are the cornerstone of economic activity across Asian economies, accounting for over 98% of all enterprises, 64.6% of the workforce, and 38.3% of national economic output ( Asian Development Bank, 2024 , p. 3). Their role extends beyond economic contribution; they sustain local supply chains, foster entrepreneurship, and enable inclusive growth across diverse social and cultural landscapes. Despite this centrality, MSMEs in South and Southeast Asia operate in complex and often fragmented environments shaped by institutional gaps, inconsistent regulatory frameworks, and uneven access to finance and technology ( Chowdhury, 2025 ; Mollah, 2025 ).
