Abstract

Chapter Five of School Change Is a Collaborative Process: A Step-by-Step Guide to Improve K–12 Student Learning introduces the fourth subsystem of the Six-Point Conceptual Framework— Collaboratively Develop an Action Plan . This chapter equips educational leaders and teacher teams with the knowledge, skills, and processes to translate a faculty-selected collective focus into actionable, measurable goals that drive school improvement. Grounded in systems thinking and shared leadership, the collaboratively developed action plan aligns a school’s vision, values, and priorities with both short-term (2–10 months) and long-term (6 months–3 years) SMART goals. Leaders learn to build consensus, assign responsibilities, allocate resources, and create clear timelines, while maintaining flexibility to adapt to changing conditions. Emphasizing trust, transparency, and accountability, this process unites faculty, students, families, and community members around a coherent improvement agenda. The chapter provides guidance for integrating formative assessment data, equity-driven practices, and job-embedded professional development into every stage of implementation. Ultimately, the action plan becomes a living document that informs daily decisions, strengthens school culture, fosters collaboration, and ensures sustainable progress in teaching, learning, and leadership.
