Reinventing Public Service
Abstract
The public sector faces unprecedented challenges in talent management as artificial intelligence (AI) reshapes workforce dynamics. This chapter examines how AI technologies can revolutionise human resource management in government institutions, transforming HR from administrative functions to strategic drivers of organisational success. Governments bureaucratic and cumbersome HR structures prove inadequate for recruiting in markets where there is strong competition for AI specialists, machine learning experts, and software developers. The proposed solution involves implementing a strategic triumvirate model comprising HR strategists, data scientists, and technologists who leverage AI-powered analytics for personalised employee development and data-driven decision-making. Key benefits from AI-enabled HR include enhanced recruitment efficiency through automated screening and bias mitigation, customised onboarding experiences, and improved transparency in hiring processes. However, implementation requires careful navigation of regulatory frameworks, union requirements, and ethical considerations unique to public service. The transformation demands significant investment in cloud-based platforms, advanced analytics, and comprehensive training programmes. Success requires balancing technological automation with human oversight, maintaining accountability while modernising outdated systems. Government agencies must act urgently to avoid losing critical talent in an increasingly AI-driven landscape.
