Abstract

Agentic artificial intelligence (AI) represents a transformative technology for public-sector modernisation, enabling autonomous decision-making with minimal human intervention through advanced machine learning, natural language processing, and large language models. This technology promises significant benefits, including enhanced operational efficiency, cost reduction, improved citizen services, and strengthened security through automated fraud detection. Government agencies worldwide are already implementing agentic AI systems, with tax authorities achieving remarkable success in fraud prevention and revenue recovery. However, successful implementation requires a careful balance between AI autonomy and human oversight through comprehensive governance frameworks, adjustable autonomy levels, and real-time monitoring systems. Key challenges include skills gaps, budget constraints, ethical concerns regarding bias and accountability, cybersecurity risks, and regulatory uncertainties. In March 2025, the UK Public Accounts Committee highlighted severe digital skills shortages, with 70 per cent of government departments struggling to recruit AI expertise. Despite these challenges, public support remains strong, with 90 per cent of Americans willing to engage with online AI agents. Success depends on establishing robust ethical frameworks, investing in workforce training, ensuring transparency, and maintaining public trust while navigating complex legal and regulatory landscapes.
