Abstract

This chapter examines the transformative impact of artificial intelligence (AI) across global public sectors through comprehensive case studies of both successes and failures. Successful implementations include Estonia’s X-Road platform integrated with AI capabilities, Singapore’s Smart Nation initiative for urban planning, Rwanda’s AI-powered healthcare diagnostics, and the UAE’s automated legislative processes. The UK’s NHS demonstrates significant AI adoption in medical imaging and patient care, while various countries have revolutionised visa processing through AI-driven verification and risk assessment systems. However, failures in predictive policing in the United States revealed algorithmic bias issues, while Kenya’s Huduma Namba biometric system faced privacy concerns and operational setbacks. The U.S. Department of Health and Human Services exemplifies interoperability challenges hindering AI implementation across fragmented government systems. The analysis emphasises that successful AI deployment requires robust infrastructure, transparent governance, stakeholder engagement, and continuous oversight. International collaboration through initiatives like the EU’s AI Act and UNICEF’s AI for Children framework proves essential for responsible AI adoption. The chapter concludes that governments must balance innovation with ethical safeguards, prioritising fairness, accountability, and public trust to harness AI’s potential for efficient, equitable public services.
