Abstract

This chapter examines the transformative potential of artificial intelligence (AI) in reshaping public service delivery and governance models. As governments handle millions of citizen interactions annually, exemplified by the UK’s 40 million remote interactions between 2022 and 2023, AI offers unprecedented opportunities to streamline operations through automated chatbots and virtual assistants. The analysis explores adaptive governance models that leverage real-time data for dynamic policymaking, contrasting with traditional rigid structures. Key innovations include the UK’s Humphrey Suite, which automates consultation analysis and parliamentary document access, and the Netherlands’ AI-driven flood management systems that integrate weather forecasts with historical data for proactive disaster response. The chapter addresses critical challenges, including algorithmic transparency, public trust maintenance, and the shift from prohibition to permission-based automated decision-making frameworks. Rather than replacing human workers, AI enables a redefined public service workforce featuring new roles such as AI trainers, algorithm auditors, and citizen experience designers. The vision encompasses ethical frameworks guided by multidisciplinary committees, participatory governance models, and human–AI partnerships that preserve empathy while maximising efficiency. This transformation promises more responsive, equitable, and accessible public services.
