Abstract

This chapter identifies how New York City is emerging as a global leader in applied artificial intelligence (AI), positioning itself as the AI Empire State through comprehensive strategic planning and implementation. Anchored by the 2023 New York City Artificial Intelligence Action Plan, the city is weaving AI into the fabric of governance, with a clear focus on ethical oversight, public benefit, and inclusive growth. Across sectors, such as finance, healthcare, education, and environmental resilience, AI is being deployed to solve real-world challenges. From smart water monitoring systems to AI literacy initiatives in public schools, and from algorithmic tools that enhance service delivery to predictive analytics for sustainable city planning, New York’s model emphasises practical impact over hype. Crucially, New York’s approach is rooted in cross-sector collaboration. Partnerships between government, academia, and the private sector are shaping a future where AI advances economic growth. By prioritising public trust and civic engagement, New York is not only deploying AI but it is also democratising its benefits. In doing so, the city claims to offer a replicable blueprint for how AI can be harnessed to build smarter, fairer, and more resilient urban systems.
