Abstract

Chapter 6 expands on the problems that American camp policy choices created and the impact of those policy outcomes. Returning to some of the procedural problems discussed earlier, we compare British and American policy collaboration to highlight the outcomes of America’s choice not to heed Britain’s suggestions. It will explore the British and American relationship as it attempts to establish functioning and useful systems like interrogation. This chapter will consider four major policy areas: PMGO-designed camp organizational structure, personnel, segregation, and briefly fraternization. Reviewing these policies will show how camp management had disastrous outcomes for the POWs and the Americans ignored the insights of the British.
