Abstract

This chapter explores the pre-arrival stage of international students’ journeys through the U.S. F-1 visa process. Drawing on a historical policy review and 300 first-person narratives from a public Facebook group, the study examines patterns of outcomes and the ways applicants interpret denials, manage uncertainty, and seek meaning and encouragement in community. While recognizing the consulates’ challenges, the study highlights the emotional toll, inconsistent outcomes, and structural ambiguity that many students face. This chapter concludes with recommendations for enhanced institutional support and bipartisan, humane reforms that can help make international education more transparent and attainable.
