Abstract

This chapter examines how governance shapes the management and delivery of public services to citizens, emphasising that governance extends beyond government to include rules, institutions, and partnerships that ensure services reach people effectively. Modern approaches, such as New Public Management (NPM), have shifted from traditional bureaucratic systems toward efficiency, accountability, and citizen-oriented service delivery. In developing Asian countries, including Bangladesh, achieving good governance remains challenging due to cultural, historical, and political differences. Nevertheless, effective governance enhances service delivery, promotes economic growth, and strengthens citizen trust. By fostering transparency, participation, and accountability, governments can ensure inclusive, responsible, and sustainable institutions that improve societal well-being and support long-term development.
