Abstract

South Asian countries share a legacy of British colonial rule, which shaped their legal systems and bureaucracies, yet they continue to face challenges such as population growth, limited resources, and the need for equitable development. This chapter examines how legislative and institutional reforms can strengthen public service delivery and local governance in the region. It evaluates the role of decentralisation, citizen participation, and trained personnel in promoting transparency, accountability, and trust. The chapter also investigates how technology, particularly ICT, can enhance communication, service accessibility, and public engagement. By analysing the interplay of legal frameworks, institutional capacity, and citizen involvement, the chapter assesses whether current governance reforms are sufficient or whether additional measures are needed to create effective, locally adapted, and responsive governance systems across South Asia.
