Background
Abstract
Environmental law emerged in the twentieth century and has since evolved through three phases: the Command and Control Era (1950–1979), the Market Incentives Era (1980–2012), and the Information and Collaboration Era ( 2013 –present). Early regulations in the United States and China relied on technology‑based ‘command and control’ measures to address immediate pollution. Later, the focus shifted toward sustainability and market‑based tools like emissions trading, offering cost flexibility and innovation incentives. Today, the emphasis is on cross‑sector collaboration and information disclosure, enabling governments, businesses, and civil society to jointly address complex challenges.
