Abstract

Chapter 3 shifts focus to VEPs initiated and managed by CSOs, including NGOs, philanthropy groups, industrial associations, and community organizations. It first categorizes the different types of CSOs and examines how domestic legislation defines and regulates their activities. The chapter analyzes the motivations for both CSOs to organize VEPs and companies or individuals to participate in them, highlighting the importance of cross-sector partnerships. It then categorizes the main types of CSO-organized VEPs: voluntary standards, donation-based programs, data-compiling and reporting initiatives, and research and education programs. The effectiveness of these programs is assessed using criteria similar to those in Chapter 2 , such as organizer willingness, program content, stakeholder engagement, and information transparency. The chapter also reviews the legal mechanisms that support and monitor CSO-led VEPs and concludes by discussing the challenges and opportunities for transitioning from voluntary initiatives to enforceable legislation.
