Regional Space Collaboration in the Developing World
Abstract
This chapter discusses regional space collaboration beyond Africa. It analyses the Arab Space Cooperation Group (ASCG) approach to regionalism anchored on a regional charter and driven by a leader state for coordination through such mechanisms as its flagship Satellite 813 project; the Latin American and Caribbean Space Agency’s (ALCE)treaty-based intergovernmentalism with international legal personality; the Association of Southeast Asian Nations’ (ASEAN) way of consensus cooperation through Sub-Committee on Space Technology and Applications (SCOSA), external partnerships, and project-based capacity building in the absence of a central agency. The chapter then compares decision rules, budget architecture, pooled competences, and the influence of external norms across these models. It highlights common challenges such as political fragmentation, uneven capacity, under-capitalisation, and technology dependence and identifies lessons for programme design, funding, and voice in global forums.
