Abstract

The chapter outlines the theoretical framework for examining the resource mobilisation in Union Parishads (UPs) through theories and concepts. At the onset of the chapter, the authors exposed how the theoretical framework helps in understanding the dynamics of the resource. The five theories mentioned in the chapter include Resource Dependency Theory, Fiscal Decentralisation Theory, Institutional Theory, Governance and the Accountability Framework, and Local Economic Development Theory. The chapter clarifies and specifies the key concepts of local government, resource mobilisation, challenges, and opportunities. Resource mobilisation is the dependent variable indicated by revenue generation, service delivery capacity, and partnership building. The effect of the independent variables – financial autonomy, revenue generation capacity, governance and accountability mechanisms, and intergovernmental relations – on the dependent variable is assessed. The provision of an analytical framework in order to synthesise these theories and concepts would enhance the understanding of resource mobilisation. This framework provides a perspective towards the objective of the study, which would help understand the way UPs deal with their financial and governance issues. As such, this chapter lays the groundwork for the empirical analyses in subsequent chapters.
