Policy Frameworks and Global Cooperation for AI in Sustainability
Abstract
This chapter examines the critical role of policy frameworks and global cooperation in harnessing artificial intelligence (AI) to advance sustainability and achieve the Sustainable Development Goals. It begins by outlining international policies and agreements that shape the integration of AI into sustainable development, emphasizing the importance of coordinated global action. The role of governments and non-governmental organizations (NGOs) is explored in depth, highlighting their complementary functions in regulation, advocacy, implementation, and monitoring. Collaborative efforts among these actors are vital to ensuring equitable and ethical AI adoption across regions. The chapter further investigates the balance between regulation and innovation in AI policy. While effective regulation is essential to safeguard transparency, accountability, and fairness, fostering an innovation-friendly governance framework is equally crucial to unlocking AI’s transformative potential. Global cooperation in AI governance is presented as a necessary step to address cross-border challenges and prevent fragmentation in standards and practices. Building on this foundation, the chapter explores strategies for developing global partnerships, including collaborations between governments, the private sector, academia, and NGOs. Public–private partnerships are analyzed as powerful mechanisms for scaling AI-driven sustainability solutions, with case studies demonstrating their success across sectors such as energy, agriculture, healthcare, and urban management. Benefits such as resource pooling, knowledge sharing, and accelerated innovation are highlighted, alongside challenges such as power imbalances and governance complexities. Ultimately, the chapter underscores that inclusive, cooperative, and forward-looking policy framework—grounded in global collaboration—are essential for aligning AI development with sustainability objectives and ensuring its responsible deployment for the collective good of humanity and the planet.
