Abstract

This analytical essay examines the intensifying ideological debate surrounding the future of European integration, focusing on the contrasting perspectives of communitarianism and cosmopolitanism. Analysing two prominent polemical manifestos – ‘The Paris Statement’ and ‘Fight for Europe’ – alongside recent EU policy initiatives, we demonstrate how these ideologies shape visions of Europe’s future. Utilizing a four-dimensional framework, we delineate the divergent understandings of community, rights, and sovereignty underpinning these perspectives. The essay argues that the debate reflects a fundamental cleavage between prioritizing multilayered national communities and fostering a regional cosmopolitan federation. Through an analysis of EU policies related to its strategic autonomy, we assess the implications of these ideological tensions for the future trajectory of European integration and the evolving European public sphere. The analysis underscores the challenges and opportunities for fostering unity and solidarity within an increasingly fragmented European public sphere, providing insights into the future directions of European integration.
