Abstract

To place the present UPE scheme in perspective and understand the nature of the problems encountered, it is necessary to examine the pattern of educational development over the last few decades. It will be seen that many of today’s difficulties have arisen before. Various attempts by colonial governments to develop the education system met with only partial success, for which two main factors may be blamed: first, they were introducing a model completely alien to Kano society; and second, they failed to make much use of the pre-existing Islamic education system. The two factors are related, and continually recur in policy discussions on UPE.
