Abstract

The previous chapters have shown that certain vulnerable groups in the UK population have specific socio-geographical attributes which influence their welfare needs and their demand for, and use of, welfare services. As a result, different types of clients make varying and often conflicting demands on the welfare services, and especially in the present climate of fiscal stringency hard decisions about relative priorities have to be made. In certain parts of the UK, such as the inner cities where there are concentrations of vulnerable groups, the problems of making these decisions are particularly acute.
