Abstract

Compared with previous government action on deprived areas, the Urban Programme and the CDPs offer a potential of concentrated and cross-service co-ordinated action. In their conception, they extend the scope of positive discrimination to cover all services, focus attention on areas of need rather than individual problems and offer the possibility of integrated action by departments working together at central and local government level. Together with this potential for comprehensive action they share an ultimate concern with ‘urban deprivation’.
