Abstract

The national project has been described as an experiment to find new ways of dealing with the problems of multiple deprivation. One of its most novel features has been the establishment of three member action teams whose job it is to seek out new approaches to reduce the adverse circumstances confronting the disadvantaged and to place these teams as integral parts of local authorities. Each team occupies a unique position in local government as it neither administers a particular service nor does it service (in the way in which a town clerk’s department does) other departments and this we believe requires to be examined.
