Abstract

The first issue to be confronted in evaluating Western responses to military developments in the former Soviet Union is the phenomenon of transition itself. The disappearance of the USSR and the end of the Cold War are clearly events of world historical importance, but there is still relatively little consensus about their larger meaning, or where the events to which they have given rise are leading.
