Abstract

One of the main duties of the civil service is management in the sense of getting things done. In the past it has been the particular concern of the executive class. We have seen in Part One that the Fulton recommendations were largely designed to accelerate the trend, which began with the 1961 Plowden Report on Control of Public Expenditure, for senior administrators and professional officers to become more and more involved in management.
