Abstract

The previous four chapters have been concerned mainly with problems of structure. Organizational design may also affect people’s enjoyment of their work. We should not perhaps assume too readily that enthusiasm and commitment are essential to make a structure work. But, to put it no higher, the civil service cannot do its job unless it offers sufficient rewards to attract and retain staff of appropriate quality. The purpose of this final chapter is to look at the main features of civil service work as they affect the individual and to examine the probable effects on job-satisfaction of adopting the relevant Fulton proposals. There is no point here in confining discussion to the senior policy groups - the canvas will be broadened to include clerical and executive grades.
