Abstract

The most characteristic activity of a government department is reaching decisions; at senior levels, there may be no other output. ‘Decisions’ in the sense of grand strategic determinations of policy are, of course, infrequent and elusive. But decisions of another sort are being made all the time – whether to consult a committee, how to time a memorandum, what advice to give the Minister, how to deal with a particular case. There are equivalents to these at managerial levels in most organizations. Administration, indeed, is sometimes defined as a problem-solving and enabling process.
