EU and US cybersecurity institutions
Abstract
This paper presents an analysis of cybersecurity institutions with an emphasis on public governance and regulatory agencies in the EU and the US. The theory framework applied is institutional, comprising policies and regulation as well as the organizational structures of public agencies. The analysis focuses on the purposes of policy and regulatory initiatives and on the actors involved and the levels of policy and regulation. In all three aspects, there is a multiplicity in terms of multipurposes, multi-actors and multi-levels.
