Abstract

The boarding and disembarkation of passengers is also known as the embarkation and debarkation process. This process is a crucial element in the world of shipping and is the main responsibility of the officers on board. The KM. Kelimutu experienced delays when departing from Panglima Utar Kumai Harbor, which ultimately disrupted the smooth operation of the ship. This study aims to examine the factors that cause these delays and the efforts that can be made to handle them. In an effort to solve the problem, researchers used a qualitative research method with a descriptive approach and applied the Fault Tree Analysis technique. Data collection was carried out through primary data obtained from observations and interviews, and secondary data obtained from documentation. The research results and discussion were then analyzed using the triangulation method to ensure the accuracy and validity of the findings. Based on the results of the research, it can be concluded that there are three main factors that hinder the process of boarding and disembarking passengers, namely: lack of personnel in the embarkation and debarkation team, bad weather conditions around the port, and limited access that only uses one door for these activities. As a preventive measure, additional embarkation and debarkation team personnel from the crew deck and diversion of the disembarkation/debarkation route for class 1 and 2 passengers through the gangway were taken.
