A Study on Deriving Required Performance for the Development of Marine-Specialized Unmanned Aerial Vehicles in Korea
Abstract
This study aims to derive the performance requirements for the "Maritime Surveillance VTOL Unmanned Aerial Vehicle (UAV) Development Project," which is currently being promoted under the Future Mobility Program of the Regional Innovation System & Education (RISE) initiative in Gangwon Province. To this end, the key performance elements required for the Korea Coast Guard's Intelligence, Surveillance, and Reconnaissance (ISR) missions and Search and Rescue (SAR) operations were identified, and a System Engineering (SE)-based requirements analysis procedure was applied.First, the operational concept (Concept of Operations, ConOps) of the Korea Coast Guard was examined and compared with the operational cases of unmanned systems used by the United States Coast Guard (USCG), through which mission environments and functional requirements were derived.Subsequently, to establish practical UAV performance requirements, mission procedures for coastal surveillance and survivor search operations conducted by small patrol vessels were analyzed, enabling the identification of major performance factors to be considered during UAV operation. The extracted requirements were further reviewed with reference to USCG UAV cases, particularly regarding mission contributions associated with detection radius, cruise speed, and endurance.Based on this review, a performance allocation process suitable for small patrol vessel operational environments was conducted, resulting in the derivation of Key Performance Parameters (KPPs) essential for the development of a maritimespecialized UAV.Furthermore, quantitative search-efficiency analysis revealed that supplementing a small patrol vessel with a UAV within a 112 km² search area increases the achievable search coverage by approximately 1.32 times, allowing up to 30.4% of the total mission area to be searched. This finding demonstrates that UAV integration provides substantially enhanced operational effectiveness compared to vessel-only operations during coastal surveillance and emergency search missions. Finally, the proposed UAV performance requirements incorporate the unique characteristics of maritime
