Abstract
This study analyzes the implementation of Presidential Regulation No. 12 of 2021 concerning Government Procurement of Goods and Services at the Procurement and Purchase Order Bureau of the Regional Secretariat of West Papua Province. The purpose of this research is to examine the implementation of the procurement policy and to identify supporting and inhibiting factors affecting its execution. This study employs a qualitative approach with a descriptive research design. Data were collected through in-depth interviews, observations, and document analysis. Data analysis was conducted through data reduction, data display, and conclusion drawing. The findings indicate that the implementation of Presidential Regulation No. 12 of 2021 has been relatively effective, particularly in terms of transparency, accountability, and the use of electronic procurement systems. However, several challenges remain, including limited availability of competent human resources, insufficient technical understanding of the new regulation, and constraints related to information technology infrastructure. Supporting factors include leadership commitment, clear regulatory frameworks, and the availability of electronic procurement systems. This study is expected to contribute academically and provide practical recommendations for improving effective and efficient government procurement governance at the regional level.
