Abstract

The development of horticultural agriculture, particularly water spinach (cut kale), plays a strategic role in supporting food security and improving the livelihoods of local farmers. However, the effectiveness of agricultural development policies at the farmer group level continues to face various implementation challenges. This study aims to analyze the policy for developing water spinach farming in the Bina Mandiri Farmer Group located in Andai Village, South Manokwari District. This research employs a qualitative approach using a case study method. Data were collected through in-depth interviews, field observations, and documentation review. The informants included farmer group leaders, member farmers, village officials, and relevant government stakeholders. Data analysis was conducted through data reduction, data display, and systematic conclusion drawing. The findings indicate that the agricultural development policy has contributed positively to increasing farmers' production capacity and knowledge. Nevertheless, the policy implementation has not been fully effective due to limited production facilities, insufficient continuous technical assistance, and suboptimal coordination among stakeholders. Therefore, strengthening the role of local government in providing technical support, production inputs, and cross-sectoral coordination is essential to ensure the sustainability and effectiveness of water spinach agricultural development policies.
