Abstract

Infrastructure development in mountainous areas faces significant challenges related to geographical constraints, limited accessibility, and complex inter-institutional coordination. Effective governance is a critical factor in ensuring sustainable and equitable infrastructure development. This study aims to analyze the governance of infrastructure development implemented by the Public Works Office of Pegunungan Arfak Regency in Catubouw District, West Papua. The study employs a qualitative approach using a case study method. Data were collected through in-depth interviews, field observations, and document analysis of planning, implementation, and evaluation reports related to infrastructure development programs. Data analysis was conducted through data reduction, data display, and conclusion drawing. The findings indicate that infrastructure governance has been implemented through participatory planning mechanisms, needs-based budgeting, and cross-sectoral coordination between local government agencies, district authorities, and local communities. However, several constraints remain, including limited technical human resources, extreme topographical conditions, delays in material distribution, and weak monitoring and evaluation systems. Local community participation plays an important role in supporting project implementation, particularly in providing labor and social supervision. This study concludes that improving the quality of infrastructure governance in mountainous regions requires strengthening institutional capacity, enhancing coordination mechanisms, and implementing transparent and accountable supervision systems. The findings are expected to contribute to policy formulation and practical strategies for adaptive infrastructure development in mountainous areas.
