Abstract

With the objective of understanding the successes and obstacles that the federal educational authority has faced in enabling normal schools to function as higher education institutions, this inquiry draws upon external evaluations that have been conducted on this topic, as well as testimonies from officials responsible for these policies. The research is carried out through a case study in which the information retrieval techniques are document analysis and semi-structured interviews. The results show the transformation of the normal education system, although there are still limitations related to budget execution, the training of its students, the admission and promotion profiles of teacher educators, as well as the reluctance of state authorities to organizationally position them within higher education. A pending matter that requires attention is the evaluation of the impact of these programs.
