Abstract

Strategic planning in public health has become a fundamental pillar for guiding health policies and strengthening institutional management in Latin America. This research book develops a systematic review with the aim of identifying the main challenges and opportunities for strategic planning in public health systems in Latin America.Using the PRISMA method, 15 scientific articles were identified and selected from recognized databases such as Scopus and SciELO, which address various management approaches in the regional health sector. The results show that institutional fragmentation, administrative centralization, territorial inequality, and budgetary insufficiency are the main obstacles to the effective implementation of sustainable strategies. However, significant opportunities are emerging in relation to the modernization of public management, the digitization of processes, technological innovation, and the strengthening of participatory and intersectoral governance. The findings suggest that progress in strategic planning in the region will depend on the institutional capacity of states to consolidate continuous evaluation processes, decentralize management, and base policies on scientific evidence.
