Abstract

This thesis fills a research gap by presenting an innovative approach for regulating the data associated with connected and automated vehicles (CAVs). It consists of three journal articles that examine the regulatory challenges arising from the complex data environment for CAVs. This research examines whether regulating CAV data presents a ‘wicked problem’ for which an innovative regulatory response is needed. It analyses the role legal design can play in developing laws for wicked problems. Applying legal design principles, it proposes a Vehicle Generated Data Regulatory Sandbox – a blueprint for a collaborative regulatory initiative between government and industry.
