MODERN INFORMATION AND ANALYTICAL TECHNOLOGIES FOR THE IMPLEMENTATION OF NEGOTIATIONS IN THE ACTIVITIES OF THE POLISH POLICE
Abstract
The aim is to substantiate the directions of application of modern information and analytical technologies during the organization and conduct of negotiations in the activities of the Polish police, as well as to determine the practical requirements for their integration into the decision-making process. The object of the study is the negotiation process in crisis incidents in the activities of the Polish police and its information and analytical support. The article reveals the content and practical value of modern information and analytical technologies for the implementation of negotiations in the activities of the Polish police, when the key priorities remain the preservation of life, the safety of citizens and the minimization of escalation in conditions of rapid change of the situation and high public resonance. It is determined that the negotiation process in crisis incidents should be based on a holistic information picture of the event, which is created through the operational collection of information from the scene, recording telephone and digital contacts, the use of video and messages, as well as through the coordinated exchange of data between units. The technological tools for supporting negotiations are characterized, which include secure communication channels, shared event logs, digital situation maps, evidence management, multimedia logging, as well as analytical modules for quick search by cases and visualization of connections between persons and events. It has been established that analytical support should provide operational structuring of information into a chronology, highlighting escalation triggers, assessing the risks of self-harm and violence towards others, predicting the nearest scenarios, and preparing recommendations for the head of police actions without violating the logic of the negotiation contact. It has been proven that the training of negotiators and post-event debriefing become more effective when digital case libraries, standardized communication recording protocols, team interaction models, and error analysis tools are used with subsequent adjustment of training programs.Legal and ethical conditions for the use of technologies are established, which include the lawfulness of personal data processing, minimization of collected information, access control, logging of user actions, cyber security, and transparent rules for the use of algorithmic prompts.
