Abstract

The aim of the article is to develop a holistic description of security capabilities during the preparation, organization and conduct of outdoor events, with a focus on risk management, people flows, emergency response and resilient communication. The object is the process of ensuring the safety of participants and staff during the organization and conduct of outdoor events in conditions of a changing environment and multifactorial threats. The article reveals the content and practical significance of security capabilities during the holding and organization of outdoor events, where open space creates increased uncertainty, increases the number of access points, complicates perimeter control and increases dependence on external infrastructure, transport, communications, power supply and medical accessibility. It is determined that the security of such events should be considered as a system of interconnected capabilities that cover preventive planning, operational management of the territory, coordination of services and readiness for rapid response.Key risk groups are identified, which include natural factors, technical failures, behavioral effects of crowds, conflict situations, fire threats, risks of mass health deterioration, as well as digital risks associated with ticketing services, access control and information channels. The requirements for the spatial organization of the venue are described, which include the logic of entrances and exits, the avoidance of bottlenecks, the separation of flows, clear navigation, lighting, sanitary infrastructure, access to water, recreation areas and solutions for supporting vulnerable groups. The need for clear access control and incident escalation procedures is justified, which combine transparent rules on prohibited items, the work of stewards, de-escalation of conflicts, as well as interaction with law enforcement and medical services. It is proven that the effectiveness of the response is determined not by the absence of incidents, but by the ability to localize the event, ensure safe evacuation, maintain crowd control and maintain the continuity of critical functions, which includes backup power, duplication of communication channels, readiness to stop the program and quickly restore control.
