Abstract

The article analyzes the process of forming the international information policy of Ukraine, which is designed to identify the main conceptual approaches to the state's activities in this area, outline the range of its tasks and goals in the information industry, as well as ensure the high-quality and timely implementation of these tasks and the achievement of the desired goals in the most optimal ways.To achieve the goals of international information policy, it will be objective that it should be directed at the formation of the state's information space and the improvement of existing institutions for the implementation of an effective international information policy aimed at the dissemination and use of truthful information regarding the development of Ukraine as a democratic, sovereign state. From this point of view, it is advisable to modernize the public administration system of the MIP of Ukraine according to the convergent-institutional approach, which is already the basis of the modern institutional mechanism of public administration in a number of leading foreign countries. The basis of this approach is the transition from a separate to a convergent model of regulation of information policy spheres, which was carried out in particular on the basis of a convergent-institutional approach, which consists in reforming the system of state administration bodies by creating single convergent-regulatory bodies, the powers of which cover the sphere of telecommunications, television and radio broadcasting, the provision of other types of electronic information products and services, in particular on the Internet; or by combining them.Such an approach to managing the information sphere at the institutional level requires the creation of a powerful integration and coordination institution. In addition, such an approach allows the state to attract additional resources on a large scale.
