CONCEPTUAL APPROACHES TO DEVELOPING AN EFFECTIVE MODEL FOR MANAGING THE DEVELOPMENT OF THE DEFENSE INDUSTRIAL COMPLEX UNDER CONTEMPORARY CONDITIONS

The article is devoted to substantiating conceptual approaches to the formation of an effective model for managing the development of Ukraine's defenseindustrial complex under contemporary security, economic, and technological challenges.The relevance of the study is driven by the transformation of the global security environment, the full-scale armed aggression against Ukraine, the rapid growth of the needs of the Defense Forces, and the necessity for accelerated development of defense production.The research demonstrates that traditional models of public governance in the defense industry do not correspond to the dynamics of warfare, the pace of technological change, or the requirements of integration into the European and Euro-Atlantic defense-industrial space.Based on an analysis of domestic and international academic studies, as well as a synthesis of international experience from the European Union, Israel, and South Korea, the study substantiates the feasibility of applying a hybrid model for managing the development of the defenseindustrial complex.This model combines strategic state leadership, active participation of the private sector, an innovation ecosystem, and international cooperation.A system of fundamental principles underlying such a model is identified, including strategic prioritization, innovation orientation, project-oriented management, interagency coordination, digital transformation, and transparency of governance processes.The article proposes a conceptual model for managing the development of the defenseindustrial complex based on the interaction of five key components: strategic, institutional, operational, innovation, and digital.It is substantiated that implementation of this model enhances the adaptability of the defense industry, shortens the cycles of weapons development and production, ensures technological ISSN (рrint) 2708-7530 Наукові перспективи № 1(67) 2026 25 self-sufficiency, and strengthens the state's national resilience.The practical significance of the study lies in the potential application of its findings in shaping state policy for the development of the defense-industrial complex and in introducing modern governance mechanisms under conditions of a prolonged war.
