Abstract

In the current conditions of the post-war transformation of the Ukrainian economy, the issue of assessing the potential investment attractiveness of regions is of key importance for the formation of effective state regional policy, recovery strategies and attracting domestic and foreign investments.Full-scale armed aggression against Ukraine caused deep structural deformations of regional economies, significantly changed the spatial configuration of production potential, logistical flows, labor resources and capital, which necessitates the rethinking of traditional approaches to the analysis of the investment attractiveness of territories. In the post-war period, investment decisions will be made in conditions of increased uncertainty, information asymmetry, and the growing role of security, institutional and reputational factors, which requires the use of complex, multi-criteria assessment models. The purpose of this study is to scientifically substantiate and develop an integrated approach to assessing the potential investment attractiveness of individual regions of Ukraine in the post-war period, taking into account economic, institutional, social and security determinants, as well as empirically apply the proposed approach to the formation of regional investment profiles. The article carries out a systematic analysis of the theoretical and methodological foundations of regional investment attractiveness, summarizes modern scientific approaches to its assessment and identifies limitations of their application in the conditions of post-war recovery. The methodological basis of the study is a combination of systemic, structuralfunctional and comparative approaches, as well as methods of economic analysis, statistical grouping, rating assessment and multi-criteria aggregation of indicators. The study used official statistical data of the State Statistics Service of Ukraine, analytical materials of the National Bank of Ukraine, the Ministry of Economy of Ukraine, UkraineInvest, the World Bank, the EBRD, as well as the results of modern domestic and foreign scientific publications. To ensure comparability of the results, Журнал «Наукові інновації та передові технології» № 1(53) 2026 2532 normalization of indicators and the formation of an integral index of potential investment attractiveness of regions were used. The article proves that in the post-war period the investment attractiveness of the regions of Ukraine is characterized by a high level of spatial differentiation. The study pays special attention to the analysis of the role of the state in the formation of a favorable investment environment in the regions in the post-war period. It is substantiated that an effective regional investment policy should be based on the principles of a differentiated approach, targeted use of international financial assistance, development of public-private partnership and strengthening of the institutional capacity of local authorities. The importance of transparency, predictability of the regulatory environment and guarantees of protection of investors' rights as key factors in restoring confidence in the regional economies of Ukraine is emphasized. The practical significance of the results obtained lies in the possibility of using the proposed methodology for developing regional investment attraction strategies, forming post-war recovery priorities, substantiating investment projects and support programs from international financial organizations. The proposed approach can be adapted for use by state authorities, regional administrations, regional development agencies and potential investors to assess the risks and prospects of investing capital in different regions of Ukraine.
