COMPUTATIONAL INTELLIGENCE IN THE MEDICAL PROJECT PLANNING
Abstract
Modern healthcare systems are characterized by a high level of complexity, large volumes of medical data, and increasing demands for efficient resource management.Planning of medical projects-from organizing diagnostic and treatment processes to implementing innovative clinical technologies-requires the use of scientifically grounded approaches capable of ensuring forecasting accuracy, decision adaptability, and optimal resource allocation.Traditional project planning methods do not always meet contemporary challenges, as they fail to account for stochasticity and a high level of uncertainty inherent in medical systems. The role of computational intelligence is growing, as it integrates methods of artificial intelligence, machine learning, and evolutionary algorithms. The application of these approaches makes it possible to develop flexible decision-making models, automate risk assessment, improve the accuracy of forecasting medical needs, and optimize planning processes. The article analyzes the basic tasks and methods of computational intelligence for creating models to assess the components of projects aimed at the establishment and development of medical institutions within hospital districts. The application of computational intelligence methods in the process of forming a structural model for medical project planning is investigated.A conceptual model is proposed that combines machine learning algorithms, fuzzy logic, and elements of expert systems to support managerial decision-making in the healthcare sector. The developed model enables forecasting of resource needs, time parameters, and implementation risks of medical projects based on the analysis of historical and current data.It is shown that the use of intelligent algorithms increases planning accuracy, system adaptability to changes in external conditions, and the efficiency of financial and material resource utilization. The proposed approach can be used in the № 13(54) 2025 1690 practice of healthcare facility management and in the process of strategic planning of healthcare programs.
